I would say it's more like a conversion tool.  It's not in and of itself responsive design but can add responsive design coding elements to a WP website.

404 pixels by 404 pixels is ideal for Facebook image wall posts.  Anything bigger will be hidden.  You can adjust the size of images in programs like Photoshop.
