There are some things you cannot do – like using your Second Life identity avitar or using Flickr and any number of other things.  Please read the guidelines and you may figure out why you were suspended.  During the summer of 2011 thousands of accounts were suspended and many people did as you suggest – they started fresh after reading the guidelines.

Be sure to look at the dates as a couple of these a year or so old – however, they may help you identify why and what Google was thinking when they suspended your account.

Looks like you got some good advice & resources from @supereb. 
I would not wait on Google; they are not going to respond, so follow up on other avenues. 
Only delete your account if you haven’t invested much time or effort into it. 
The other option is to create a second google account and use that.
