I posted a promoted offer on 3 different occasions. It looks fine when I post it but it receives only my normal reach and after a short while if I click on the promotion button on the offer I get this error:

There was a problem setting up your promotion and we are working to resolve the issue. It will still show in the news feeds of many of the people who like your Page, but it may not be promoted.

I have reported the problem to Facebook but have heard nothing. Tonight I went ahead and just tied the offer to a regular ad but I really wanted to use the offer.

We have 37,000 fans. I have used promoted posts quite a bit without problems (although lately found that I get a lot of unintended international exposure – apparently the default on location is the US and some unusual other countries so I know I have to target now). I had a promoted regular post the day before the promoted offer and that was fine.
