It may not make sense for everyone, but remember not all pages are businesses. There are a lot of public figures, artists, bands, companies with smaller brands, organizations etc that can benefit from posting on other pages and having others post on theirs.
Just like in the blogging world where you have communities built around niches and guest posts on other blogs to drive traffic to your own, you can apply the same principle to Facebook. It may not be as easy as that but it can be done.
For instance I manage a record labels page that has 5 artists on the label, and all of those pages are interconnected and the label will comment on the artist page and the artists will comment on the label page and other artist pages.
