Thanks for stopping by and leaving a comment. I am accepting comments from people with Google accounts to cut down on spam. Spammers aren’t likely to register. There’s been some Chinese spammer who keeps leaving spam comments under different names, and I’m hoping this will deter him. Jerk.
Other spam comments will be deleted with malicious glee.

Just my .02 here, but the “Thanks for stopping by and leaving a comment. I am accepting comments from people with Google accounts to cut down on spam” seems to be sufficient.
The remainder seems a bit smart-alecky, and might encourage off-topic comments as well.

@barbc I don’t understand why you would want to engage a SPAM’er … Just spam the comment and then trash it. Thank God you’re getting spam! It means that Google sees your site and that robots are crawling it. Congratulations!

There’s a bigger picture here. If you are having problems with comments, why not create a blog comment policy? In it, you state what’s acceptable and what you will do if you don’t think a comment is acceptable.
Here’s an article I wrote about how to create a blog comment policy.Then, I posted a simple statement between the blog comment box and the submit button. “By submitting a comment, you agree to abide by our comment policy. Comments from first time participants are moderated.” You can see an example of that on the blog comment policy instruction page (link above).
I agree with @amyhallbiz–don’t engage spammers. If you have a blog, you have to develop a thick skin about some things. And the road to getting a thick skin is having people get under your skin from time to time.
