Here’s an article I wrote about how to create a blog comment policy.Then, I posted a simple statement between the blog comment box and the submit button. “By submitting a comment, you agree to abide by our comment policy. Comments from first time participants are moderated.” You can see an example of that on the blog comment policy instruction page (link above).
I agree with @amyhallbiz–don’t engage spammers. If you have a blog, you have to develop a thick skin about some things. And the road to getting a thick skin is having people get under your skin from time to time.
